control panel settings trouble

when i try to access the settings in the control panel
(whether it be time/date,add/remove hardware or any other
options) i am denied. i receive a message that says
windows cannot access the specified device,path or file.
it says i may not have the appropriate permissions to
access the item. this is a first for me and my husband.
he can't figure out what happened either. please if
someone could help...i would appreciate it.
