There is a user rights assignment for changing system time. Look in Local Security
Policy/security settings/local policies/user rights assignments to see if the
appropriate settings exist. By default the administrators group is included. This
policy may be overridden by domain policy, etc if you are on a domain machine as
would be shown in "effecective settings". --- Steve
