Users unable to change password at logon

The workstations are in a workgroup. Users are members of
the users group on the workstations. I set the users
to "change password at next logon" (the "Users cannot
change password" box is not checked). Upon logging in, the
user is prompted to change password but when they do it
prompts "You do not have permission to change password".
Old password and new password complexity requirements have
both been verified. Minimum password age is set to 0 days.
Users are only able to change their password after logging
in (unchecked "change password at next logon").

Anyone?
