"Applying Security Settings" causing a slow boot

After applying a windows update package (I don't remember
which one specifically but it wasn't a critical update) my
machine has bee booting up very slowly. The
message "Applying security settings" appears on the blue
screen that appears just prior to the wallpaper during
boot for 5 minutes or longer and the hard drive churns
away. Eventually windows does come up, but why is it
taking so long? Thanks for any assistance you can provide.
