In the User account properties you can restrict which machine that they can
log onto. If this it to restirctive then you can modify the User Rights.
Either Remove everyoen from the log on locally user right and add the users
you want to logon or Put the specifc users you do not want to logon in the
Deny Log on Locally user rights
