You thought right. It can't be compressed with NTFS compression and also
encrypted with EFS simultaneously. Either the compression is different
(.zip, maybe?) or the encryption is (which would mean something 3rd party
that we don't ship with Windows).

Also - if this is EFS encryption, anyone with ACL-wise access to the folder
can unmark it for encryption. The folder itself isn't encrypted, but only
"marked for encryption" meaning that any file created in it will be created
encrypted.
