Perfmon issues

I have just applied a security template against a W2K Adv
server. I now get this error. Performance Logs and Alerts
service will ot start and system log records this error.
event ID 7024. Performance Logs and Alerts terminated with
specific error 2003.
The service is set to run with the local system account.
The template applied also has system, service and
administrators full control over this service.
Any Idea's on what's going wrong?
