Mike,
Sorry for the delay in getting back to you.

I just finished attempting to reproduce this issue and I get it to work
just by following the instructions with no modification. I am starting the
service using the system account and for admins and power users there is no
restricion as expected. However for a regular user a message that access is
denied is displayed.
