If you configured Group Policy to prevent users from accessing MMC, then it is
possible that you did not filter the administrators group assuming you are talking
about a domain. By default a Group Policy setting applies to all users and can not be
filtered on stand alone machines [at least by a supported method]. See the KB link
below for possible solution. If these computers are in an OU other than the domain
container try disabling the GPO until you can make changes. If loopback processing is
enabled for an OU where these computers are located, then your normal user
configuration policy may not apply while logging onto computers affected by loopback
