Passprop in Windows 2000

Should I use passprop to lock the administrator account
for remote access attempts on a Windows 2000 server
residing in an NT domain or is there another utility that
should be used? Does passprop have to reside on the
server for this to work or once it has been applied with
the /adminlock switch will it continue to lock the
account after the admin account is for failed attempts?
I can't find much on this utility on the MS website.
