Users group restrictions

I have a question about Users group restrictions.
I'm trying to setup a local, user account in the users
group and I want to give it the right to create dial-up
network connections (so that Juno can dial-up).
However because of privilege restrictions the user cannot,
Juno gives the following message when trying to connect to
the internet, "Juno was unable to create a Dial-Up
networking entry."

Is there anyway for me to give the Users group this one
privilege? I'm trying to avoid setting the user up in the
Power Users group.
