how to migrate local account and groups among w2k in same domain

Hello,
i'm configuring a w2k server and I need to have
duplicated local groups , accounts, permissions and
shares from another server.

moving files and folders with permissions i've seen that
i could use xcopy, share permissions but moving accounts,
I was wondering if someone has already passed through
this situation and could give a tip of which one it is
and how could I get it.

any comment will be welcome.
