Cannot delete file in Temporary Internet Files

Some web sites save some 1kb files in my Temp\Temporary
Internet Files\content.IE5\
These files start with site= and have a very long file
name. The file name includes information I entered at the
web site specified after site=, for example: city, state,
age group, etc
I tried to delete, rename and move this file via windows
explorer and directly on a command prompt, but to no avail.
If I try to delete it via Windows Explorer nothing happens.
If I try to move the file via Windows Explorer, nothing
happens, and if I right-click rename, nothing happens
either (error sound is played).
If I try to delete, rename and change these files via the
command line, I get a message "Could Not Find <file name
being deleted, renamed or moved>"
This is obviously tracking info saved by some specific web
sites. I tried spy software Spybot but it did not remove
it. It seems to me like a flaw in Windows that is being
exploited. What I have installed is Windows 2000
5.00.2195 SP 4.
Is there a patch or a way to get rid of those files?
