DllRegisterServer Fail 0x80020009

RegSvr32 fail to register a DLL under User account.
It works under Admin account.
Error message :DllRegisterServer in xxxxx.DLL fail. Return
code was: 0x80020009
How do I get around the problem and allow USER register
DLL or OCX?
