Using firewall Win2k into NT4 Domain

I am trying to add a windows 2000 server to an NT4 Domain
controller, I have ports 137,138,139 are open to the PDC
for the NT4 Domain andI am using a LMHOSTS file and HOSTS
file for name resolution when I try to insert the server
in the domain I get the error Name Service lookup problem
can't find the Domain Controller. Should I open the port
137 to WINSand port 53 to DNS server? is that the problem.

Another observation is nbtstat show no <1C> entry read
from LMHOSTS file

Any help is appriciated.
