Just use them. Hold shift and use the numeric keys on the top row, %, ^,
&, * etc.

Or use Cntl Characters, c-C, c-Y, etc.

You can also hold Alt and type really special characters using the numeric
keypad (but that is not keystroke efficient for passwords.)

Require at least 15 characters; require complex passwords in your Group
Policy if you have a domain.
