I believe you need to have at least modify permissions to rename a folder. You might
try to give those users modify rights just to the subfolders via advanced/special
ntfs permissions in the "apply onto" box. They probably will not be able to delete
folders with files in them. When you set up advanced permissions, you can have more
than one entry for a user/group. Advanced permissions are powerful, but can be tricky
