    While logged as administrator, add yourself and the necessary users to the
    permissions page. You may need to take ownership, which you can do without actually
    being able to read data in that folder. Generally administrators and system have full
    control and users have read/list/execute. I would also run a disk check and a virus
    scan on that computer. Also check the folder properties to see if somehow it became
    encrypted or use the cipher command. If nothing seems to work, try using the secedit
    command as shown in KB link to reset ntfs permissions.
