DACL from root of C is gone?

I have a user who can not get to any of the files on the root of his NTFS drive, drive C. The local and domain admins can not get to the root of C either. I can get to the contents of the folders, but not the root. The users states that they did not play with any security settings at all. Any ideas as to how I can get to the root of the C drive if all the users and groups have been removed from the root of C? None of our users are local administrators.
