administrator privledge

hello i am trying to modify my cookie setting for EBAY
i cannot enter into tool--internet options it twlls me
to contact the administrator i have administraor
privledges i can log in under administrator and reset my
administrator setting but it still wont alow me to change
cookies if i chage cookies in administrator i can get in
to MY EBAY but if a log off and back onto my personal
accout EBAY tells me that i cannot accept cookies
