"September 2003, Cumulative Patch"

MS sent me the load and run this file for the "September
2003, Cumulative Patch"; however, i canot access the file
or download anything...
MS provides no one to contact about auch issues.

Does anyone know where to go to down load the
complete "September 2003, Cumulative Patch" ?
