Windows 2000 Services Security

Greetings,
Any idea of the list of Windows 2000 Server and
Professional Services security. I want to restrict the
users to Stop and Start the services. If I change the
permissions (Log On As) on a services without
dependencies, it returns with a message that account
specified for this service is different from the account
specified for the other services running in teh same
process.
