Can not add ACEs for local users/groups on w2k sp3 or sp4 client

The client in this case is Win2k with service pack 3 or
service pack 4, and the server is winnt4 sp6a, win2k
service pack pre-3.

Everything here is in local authentication. A local user
on the win2k service pack 3 box connects to a share on
the nt4sp6a box. Right-click->Properites->Security->Add.
Get prompted for credentials. No matter what I enter
here, I get prompted for username/password.

Has anybody else experience this, and is there a
workaround?
