There are probably Group Policy restrictions in place that can also apply to an
administrator if GPO filtering is not used. On a stand alone machine, Group Policy
via gpedit.msc applies to all users by default. Look in user
configuration/administrative templates/control panel. For a domain logon, gpresult
will help determine where user configuration is being applied. --- Steve
