Users can't change password!?

Hey!

I've got a problem with users not being able to change their passwords...
I have a Win2003 DC.
I went in to the Domain Group Policy to check on the Account Policy. I
changed everything there to Not Defined.
The users can still not change their passwords?!

Where else would it restrict them from changing it??
