file permissions

Hi
i will be hiring a new user soon and i do not want him
having access to c drive or d drive (data) except for one
file which he will continually update as he works in the
workshop.
How do i do it using windows 2000 Server?
For example, if this file is located on d:\jobs\file.xls
what permissions do i need to set where?
