Turn off Hard disk after 30 minutes

I am running Windows 2000 Pro on a box that is on 24/7. This box
serves as a ftp server. However, the FTP server is not in heavy use,
but needs to be available on demand. I have configured group policies
and security settings for a user called FTP. This is the user that is
alwayse logged in. This user has read/modify access to Program Files,
read only to WINNT files. I wish to set a policy so that the Hard
Drive turns off after 30 minutes of system inactivity. From what I
have read there is no group policy to do this. Is the easiest way
going to be to give full access to the user, change the setting
manually in Control Panel, and then change the settings back to Read
only? Will the settings stick after I change the file access
settings?

2 other quick questions, I am unable to Run Opera on the restricted
user that has modify acces to the Program Files, but Opera runs fine
on any of the Administrator accounts. Any sugggestions on what might
cause this?
How effective is setting read only access to the WINNT folder, and
read modify access only to the Program Files and My Documents folder
in preventing Viruses, malware, adware, etc?
