assigning Privileges to a security group

i have a win2k domain SP4 with win2k pro (SP4) client machines.

i saw a list of Privileges in win2k help that i could probably assign to
certain users in the domain. like ...

Act as part of the operating system
Add workstations to a domain
Back up files and directories
Create permanent shared objects
Debug programs
....etc

my question is, how do i assign these privileges to a particular user or
security group in win2k domain?

The actual reason i want to do so is that i want certain users on my domain
to run visual studio tools like VC,VB etc which need some registry rights
etc to compile and run applications. any ideas ?
