Typically this is because of the default install of IIS (YES, another reason
to be pissed off). I ran into this exact same issue and this is how you fix
it:

First, why it happened: IIS installs by default with an FTP server RUNNING
with security set to ANONYMOUS. Thus anyone can put data anything on your
hard drive at any time so may want to fix that.

Second the directories you can't delete. The fact is you can, just not as
easy as usuall. If you know DOS this will be pretty easy, if not well, good
luck The point is you have open a command window and use the dos commands
along with the dos 8.3 file names to delete the directories (try using
deltree from MS DOS 6, a small utility no admin should live without, try it,
it still works :) .). The hard part is getting the 8.3 filenames for the
directories, but only if you don't know about this command: dir /x using
the /x option will also show you the 8.3 filename of file or directory.
Next delete the file or directory tree using the delete or deltree (if you
have it) command and *8.3 file name*. That should take care of your issue.
