Yes, SUS can work in Workgroup you just have much more manual work since you
have to manually set up every clients that will pull updates from SUS.

No it is not possible to push. Clients have to pull the updates from the
server. All you can do as an Administrator is to select which updates are
approved for installation.

If you have Active Directory environment (I guess you don't) you can set
which clients will pull updates in Group Policy. If you have workgroup
environment you have to do this manually in Windows Registry (details are in
above articles):

HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate\AU
- UseWUServer (value set to 1)
- WUServer (value set to e.g. http://internalsus)
