    I had seen that also (Q276198). I not only "refreshed" the environment
    settings, I actually changed them to point to other directories (that I
    created). I went back and revisited the security for both the temp folders
    and their container folders (down to root level folders). They all had
    security settings that should have included the Administrator and SYSTEM. I
    found one "Everyone" with full access, and several where the Administrators
    group had full access but the Administrator account was not listed. In all
    these, I made sure that Administrator, Administrators, SYSTEM, and Everyone
    were specifically included with (at least) the permissions listed in
    Q276198. Still no go.

    I have found that in the temp directory pointed to by the System variable,
    there are two JETxxxxx.tmp files, bot 0 bytes, and both held open by
    svchost.exe. If I change the TEMP/TMP variables and reboot, the same is
    true for the new temp directory.

    I am stumped.

    Any further suggestions? Anybody?
