Switching users on a WIN2000 workstation

I have a user leaving our company and she has a Windows
2000 Pro workstation. When I try to have the new user
login, none of the programs I installed for the other user
are there for her to use. The big problem is that this
machine is in California and I am in Michigan. Do I have
to reinstall all of the software for the new user to run
these programs on the computer or is there some setting I
can change so the new user has access to all the software
already installed on the machine?
