Have you changed something recently, such as group policies? If you leave it
sit for a couple of hours, does it eventually let you in?
One guy suggested this as a solution:
"I've found a solution -
The problem is that it is attempting to update the Group Policy from an NT
domain (domain policies override local ones), however if one in sot there it
spends too long trying to find one.
Open the group policy (GPEDIT.MSC) and navaiagte to :
computer configuration\administrative templates\system\group policy, then
enable the two "Apply Group policy Asynchronously" options for (both)
computers and
users.
That will show the logon prompt while trying to update the policy so you can
continue with your work.
So far it seems to work, but please let me know if it still works if the PC
is shut down overnight. Thanks"
Are you on a home network, a company network, or standalone? Try unplugging
the network cable and see if it will bring up the login screen any faster.
What does the PC use for DNS? Many people suggest this is a problem with
DNS.
Do you use a hosts file at all? If your PC is trying to connect to a server
whose IP address has changed, then it may be hanging at this point.
I found many people with the same difficulty by searching on Google groups.

but this could possibly be a security risk. Another (if you are part of
Active Directory) suggests this:
