    It was actually simplier than that. By upgrading the user
    rights were cleaned out. I had to add them back in. Here
    is the steps for anyone else who runs into this.

    Check the following Local Policies:
     
    1) Go to control Panel, Open Administrative Tools
    2) Open Local Security Policy
    3) Double click Local Policy
    4) Double click User Rights Assignment
    5) Search for the following policies:
     
        a. "Access this computer from the network"
        b. "Deny access to this computer from the network"
     
    6) The default settings for the "Access this computer from
    the network" policy is to allow: Administrators, Power
    Users, Users, Backup Operators, and the Everyone group.
    All should have check boxes checked.

    Thanks for your help. It is always something simple you
    forget to check.
