Failed: access from one client to another

This was working before I upgraded to service pack 4.
When I try to access another computer on my network I get
the error message:
\\"other PC name" is not accessible. Logon failure: the
user has not been granted the requested logon type at this
computer.
Every thing I found refers to server to clinet setups.
Nothing I tried works. I am loged on as administrator on
both PCs with no passwords. I am running 2 Windows 2000
Professional clients.
