Try getting Pop Up Stopper Pro. I installed it a couple of months ago and it
catches most of the popups. It doesn't get all of them (I still get probably
one or two a day) but it makes web browsing a hell of a lot less annoying.

If they're Messenger Service "announcements" you can easily get rid of all
of them by disabling the Messenger Service.
