File download

Trying to download files the file download boxappears
giving you the option to save open or cancel..when I go to
save it save it cant do it cause of permissions...yadda
yadda yadda...this even comes up when i am logged in as
administrator.....could some please tell me where to go to
reset the permissions so i can save a download ????
