Outlook express on windows 2000

Looking for answers:
Since we loaded Explorer 6.0 on our Windows 2000 servers,
we can not uninstall Outlook Express.
Outlook Express is for us a major security risk, and is
undesirable in a server environment, but MS has made it
impossible to remove. Even if you delete the files, they
come back. You can rename the directory make it read
only, even rename the "EXE" and still it repopulates
itself.
Why is this program so invasive? What is it being used
for? As it is a mail program, we can only assume it is
sending information and is being used by the OS to send
information, which is why we don't want it active on a
system.
It seems to be as invasive and ferocious as a Virus.
Anyone know how to KILL IT?
The only MS article on it we have found is listed below,
and is really lame.

SYMPTOMS
On a computer that is running Microsoft Windows 2000,
Outlook Express Help contains instructions about how to
uninstall Outlook Express. When you follow these
instructions, you cannot uninstall Outlook Express.
CAUSE
The Help file information in Outlook Express in Windows
2000 is incorrect.
RESOLUTION
You cannot install and uninstall Outlook Express in
Windows 2000 by using the Add/Remove Programs tool in
Control Panel.
