No Power User Group on Windows 2000

I am trying to set up a user so that he can use some
legacy software on his Win 2000 pro workstation. Whenever
the software is executed, it trys to install some
temporary files on the workstation. As a domain user he
does not have permission to install these files. I want
to set him up as a power user on the Domain, but there is
not power user group on the domain. How can I set up a
group that has rights to install the files, but not full
administrative rights?
