group policy??

I can never seem to achieve a system recovery by any of
the suggested means (e.g. Repair disk...) and the
slightest irregularity
Amongst the startup variables causes for blue screens that
persist and usually require hours upon hours of deductive
work to get the thing going. In exchange for this reality
the system is so much more stable than others: once it is
up and running it should be left running until the entire
machine dies.
        Often I have had to reinstall which of course
means everything else.
        This time I will not do that, and almost achieved
success but when the machine yesterday was revived it
seemed to drop down a protectionary screen
 Believe barring access to the 2 accounts on the machine
(log on were messaged with "could not log you on (even
admin acct- have logged you on as a default user. No or
very few software operating system settings can be saved.
I log 0n as admin and in the MMC dept. I cannot snap in
the group policy item which
must be where essentially the problem must be as would
apply to default user permissions a lock out preventing
any such environmental changes.

How can I get access, if not as Administrator to the Group
policy or form another perspective is this the area that
is preventing even drivers from being installed?
