Windows can't load the user's profile. Access Denied to Administrator

We are trying to set up an evaluation copy of Windows 2000
Server. After loading the software and updating it with
all of the service packs and updates we started to
configure the OS and load some other software. Trying to
setup Active Directory, we get to the end of the Wizard
and get an "Access Denied" message with User Name,
Password and Domain Text boxes. Then the configuration
fails.
We also have been getting a User Environment message after
logging on as the administrator. "Windows cannot create a
temorary profile directory..." "...windows can't load the
user's profile but has logged you on with the default
profile."
Terminal Services was partially setup before we started to
notice the problem. Why can't we access Administrator
privilages through the Administrator account, and how do
we restore full access to the Administrator account?
