If you're talking about a few users that you can manually, then you can log
into their machines as the domain administrators and then type:
net localgroup administrators <domainname>\<username> /add

If you want an automated way to do it (though your tool would have to detect
which users you want to grant this membership to), please refer to my post
on the thread "admin group in OU - help please"
