Allow users access to contol panels

We are using Windows 2000 at our university. All of our
users are set as User level access to their local
machine. That is to say... they do not have
administrative control of their computer.
Is there a way to allow user access to certain control
panels? For example... Serveral of our mobile users have
a Static IP while in the office, but when on the road...
they need to change it to DHCP to get online at a hotel
for example. I want to allow them to change this setting
but no other settings or other controls they should not
have access to.
How do I do this?
