If you really mean the DCOM, as in original DCOM, these are
just set in reg keys. Here is dated info
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole]
"EnableDCOM"="Y"
"DefaultAccessPermission" = hex: [self-relative security descriptor]
"DefaultLaunchPermission" = hex: [self-relative security descriptor]

At COM+ 1.0 (W2k) or COM+ 1.5 (W2k3) there is the ComAdmin
