how to let the user share folder and dont let them install program

hi all,

Now, my user is group under ( restricted User)..

but the problem i encounter is that, i need my user to
share their files with other users.
And i dont want my user to install program
As what i know, Power User group will let them share the
files and allow them to install program.
therefore i didnt choose Power User group for my user to
use.

Is there anyway for me to group my user under another
group which is group under restricted user and allow them
to share files with others.
