Cannot create or replace Error

I receive the error message
"Cannot create or replace Filename: Access is denied. Make
sure the disk is not full or write-protected and that the
file is not currently in use."
when trying to copy or change files to most folders on C
drive. I am logged in with full administrator privileges
and all folders have full privileges. Please advise.
