Reset password is setting the password to a new value without caring about
and knowing what the last password was. Change password requires you to
furnish your old and new passwords for password change. A password change
can be done only if the old password is known.
Administrator has the rights to reset the password of the other users. But
beware if its a standalone/workgroup machine and that user has EFS protected
data then the encrypted data will be lost after password reset.
