Account Lockout Policy

I am unable to get the Account Lockout Policy to work on a Terminal Server,
I have checked all the Group Policies both local and domain and have set
both to 3 attempts, but I can still have as many attempts as I like and then
still get in.

I have no idea and the only intresting thing is, "account is locked out" is
greyed out under the active directory.
