Disable Echo service

I know that you cannot disable the echo service alone, you
must disable all of the Simple TCP/IP services. Will
uninstalling Simple TCP/IP services provide the best fix
for disabling the Echo service? Is there any other way to
disable Echo other than just uninstalling Simple TCP/IP
services?
