You need the same rights and permissions to view the Event Log remotely as
you do to view it locally.

Logon at your XP Workstation (or use the Run As feature when starting the
Event Viewer) specifying a user account that has the required access on the
target computer. If the computers are in a Domain, this would be a domain
user account that is a member of the local Administrators group on the
target computer. If the computers are not in a domain, then use the Run As
feature and specify a user account that is known on the target computer and
is a member of the Administrators group on that computer.

By the way, viewing the Event Log remotely using the Event Log viewer can be
excrutiatingly slow. I suggest using the Windows XP Remote Desktop
Connection client to connect to the server via Terminal Services and use the
Event Viewer locally via the Terminal Services session. With Windows 2000
Server, Terminal Services is not installed by default, but can be installed
and configured for Remote Administration only. On Windows 2003 Server, this
is automatic.
